Ethical issues in international nursing research are identified and the perspectives of the International Centre for Nursing Ethics are offered in an effort to develop an international consensus of ethical behaviour in research. First, theoretical issues are reviewed, then initial conditions for ethical conduct are defined, and protocol design and procedure considerations are examined. A concerted effort is made to identify and avoid a western bias. Broad guiding principles for designing and reviewing research (...) are offered: (1) respect for persons; (2) beneficence; (3) justice; (4) respect for community; and (5) contextual caring. A collaborative model of the researcher-participant relationship is suggested and discussed. (shrink)

Democracy has been a flawed hegemony since the fall of communism. Its flexibility, its commitment to equality of representation, and its recognition of the legitimacy of opposition politics are all positive features for political institutions. But democracy has many deficiencies: it is all too easily held hostage by powerful interests; it often fails to advance social justice; and it does not cope well with a number of features of the political landscape, such as political identities, boundary disputes, and environmental crises. (...) Although democracy is valuable it fits uneasily with other political values and is in many respects less than equal to the demands it confronts. In this volume prominent political theorists and social scientists present original discussions of such central issues. This article will reveal how local scientific determination and ambition, in the face of rejection by funders, navigated a path to success and to influence in national policy and international medicine. It will demonstrate that Birmingham, England's ‘second city’, was the key centre for cutting-edge biological psychiatry in Britain in the 1920s and 1930s. The ambitions of Frederick Mott – doyen of biochemistry, neuropathology and neuropsychiatry, until now celebrated as a London figure – to revolutionize psychiatric treatment through (...) science, chimed with those of the City and University of Birmingham's Joint Board of Research for Mental Diseases. Under Mott's direction, shaped by place and inter-professional working, the board's collaborators included psychiatrist Thomas Chivers Graves and world-renowned physiologist J.S. Haldane. However, starved of external money and therefore fresh ideas, as well as oversight, the ‘groupthink’ that emerged created the classic UK focal sepsis theory which, it was widely believed, would yield a cure for mental illness – a cure that never materialized. By tracing the venture's growth, accomplishments and contemporary potential for biochemical, bacterial and therapeutic discoveries – as well as its links with scientist and key government adviser Solly Zuckerman – this article illustrates how ‘failure’ and its ahistorical assessment fundamentally obscure past importance, neglect the early promise offered by later unsuccessful science, and can even hide questionable research. In response to the increasing interest in the cultural and historical interactions between the Mediterranean and Asia, Jesuit University Ignatianum in Cracow has established a Centre for Mediterranean and Oriental Studies. Over the centuries, the historical and cultural connections between the Mediterranean and Asian regions have been marked by a rich tapestry of interactions. These exchanges encompassed not only commercial activities but also religious, technological, and cultural aspects. Understanding these complex relationships is essential, particularly for defining the conditions for (...) future international cooperation. China, Korea, and Japan now play significant roles on the international stage. The Western world first encountered these societies at the dawn of the modern era. In the early phase of this contact, interactions primarily involved exchanges of ideas, with Jesuit missionaries playing a pivotal role. In the second half of the 19th century, cultural interactions were further influenced by political and economic factors, leading to partial Westernization of these societies. In the past three decades, tensions between Chinese and Western civilizations have emerged, largely driven by political and economic rivalries. These tensions are compounded by a deep crisis within Western civilization itself, marked by a weakening social fabric and diminishing sense of identity. This crisis is closely related to modern generations’ departure from Christian religion and Greco-Roman traditions, which historically bonded Western civilization. Cultural historians at Ignatianum have highlighted that Jesuit missionaries active in Northeast Asia during the 16th and 17th centuries—such as Poles Michał Boym, Jan Mikołaj Smogulecki, and Andrzej Rudomina— left behind a valuable archive of early contacts between Mediterranean civilization and the Asian world. A team of researchers at Ignatianum is currently examining these materials as part of grant projects under the Science for Society and National Science Development Program. (shrink)

He is also Director of the National Center for Ontological Research and a lead developer of Basic Formal Ontology (BFO), an international standard top-level ontology (ISO/IEC 21838-2) used by over 700 ontology development groups across the world. Barry’s work led to the formation (...) in 2005 of the Open Biological and Biomedical Ontologies (OBO) Foundry, a set of resources designed to support information-driven research in biology and biomedicine. He also contributes to ontology projects in the military and security domains and is one of the founders of the Industrial Ontologies Foundry (IOF), whose goal is to advance interoperability of information systems in the industrial domain. Now he and his University at Buffalo (UB) colleague and Co-Director of the National Center for Ontological Research John Beverley lead what one might call the academic arm of the Department of Defense and Intelligence Community Working Group (DIOWG), in which the principles of the OBO Foundry are being applied in the defense and security domains. Background The European Union aims to optimize patient protection and efficiency of health-care research by harmonizing procedures across Member States. Nonetheless, further improvements are required to increase multicenter research efficiency. We investigated IRB procedures in a large prospective European multicenter study on traumatic brain injury, aiming to inform and stimulate initiatives to improve efficiency. Methods We reviewed relevant documents regarding IRB submission and IRB approval from European neurotrauma centers participating in the Collaborative European NeuroTrauma Effectiveness Research in (...) Traumatic Brain Injury. Documents included detailed information on IRB procedures and the duration from IRB submission until approval. They were translated and analyzed to determine the level of harmonization of IRB procedures within Europe. Results From 18 countries, 66 centers provided the requested documents. The primary IRB review was conducted centrally or locally and primary IRB approval was obtained after one, two or three review rounds with a median duration of respectively 50 and 98 days until primary IRB approval. Additional IRB approval was required in 55% of countries and could increase duration to 535 days. Total duration from submission until required IRB approval was obtained was 114 days and appeared to be shorter after submission to local IRBs compared to central IRBs. Conclusion We found variation in IRB procedures between and within European countries. There were differences in submission and approval requirements, number of review rounds and total duration. Research collaborations could benefit from the implementation of more uniform legislation and regulation while acknowledging local cultural habits and moral values between countries. (shrink)

Summary This volume undertakes to determine the fundamentals and limits of an ethical assessment of the methods of modern medical technology with regard to the concepts of human dignity and human image, which are particularly important for this purpose. It shows that the philosophical-legal foundation of the term human dignity has not yet been clearly clarified; one even has to ask whether the term is (still) suitable for assessing ethical problems in medical technology. The term human image also needs clarification (...) and clarification in order to be taken seriously as a topos in the medical ethical discussion. The volume emerged from the work of an interdisciplinary and international research group at the Center for Interdisciplinary Research (ZiF), Bielefeld. It deals primarily with the theoretical foundation of the terms human dignity and human image and is supplemented by a volume, the contributions of which illustrate the problems of practice using examples from different areas of medical technology. Between 11–14 February 2021 the first international Philosophical Workshop organized by The Lvov–Warsaw School Research Center and Kazimierz Twardowski Philosophical Society of Lviv took place in the on–line version due to the ongoing COVID–19 pandemic. The working languages of the event were Polish, Ukrainian and English. Perception is a subject of great current interest and one that is is likely to escalate over coming years. The focus of this book is on conceptual and philosophical issues of perception, including the classic notion of unconscious inferences in perception. The book consists of contributions from a group of international researchers who spent a year together as distinguished fellows at the German Centre for Advanced Study.

RESUMEN El presente trabajo describe los cambios estratégicos del Centro de Inmunología y Productos Biológicos de la Universidad de Ciencias Médicas de Camagüey que contribuyen a la formación profesional, la investigación y los servicios científico técnicos. Recoge los resultados obtenidos desde el 2015 hasta el 2017. Los referentes teóricos permiten un acercamiento epistémico que facilita la relación con el conocimiento y la creación de concepciones para abordar los problemas de salud. El centro tiene cuatro proyectos asociados a programas y 11 (...) institucionales. Se posee 2,7 publicaciones por autor y 18 participaciones en eventos, de ellos, ocho internacionales. Se perfecciona un sistema de gestión de la calidad, nueve servicios científico-técnicos, diversos servicios a la docencia y proyectos de investigaciones. Se aprovecha el potencial que genera el proceso de auto-organización del trabajo colectivo, para un mejor funcionamiento, sinergia y sustentabilidad de la gestión de una unidad de desarrollo e innovación. ABSTRACT The present work describes the strategic changes of the Center of Immunology and Biological Products of the University of Medical Sciences of Camagüey that contributes to the professional training, the investigation and the technical-scientist services. It gathers the results obtained from 2015 to 2017. The theoretical bases allow an epistemic approach that facilitates the relation with the knowledge and the creation of conceptions to tackle the health problems. The center has four projects associated with programs and 11 institutional ones. There are possessed 2.7 publications per author and 18 participations in events, of them, eight international ones. Scientist - technical staff perfects a system of management of the quality, nine services, diverse services to the teaching and projects of investigations. One makes use of the potential that generates the auto-organization process of collective work, for a better functioning, synergy and sustainability of the management of a unit of development and innovation. This chapter introduces the history of the CARP, the “Center for Advanced Research in Phenomenology”.

The U.S. military is developing augmented reality (AR) capabilities for use on the battlefield as a means of achieving greater situational awareness. The superimposition of digital data—designed to expand surveillance, enhance geospatial understanding, and facilitate target identification—onto a live view of the battlefield has important implications for virtuous conduct in war: Can the soldier exercise practical wisdom while integrated into a system of militarized legibility? Adopting a virtue ethics perspective, I argue that AR disrupts the soldier’s immersion in the scene (...) such that he is blinded to features beyond those identified in advance by the military’s system of cybernetic judgment. I turn to Michael Walzer’s classic account of the “naked soldier” dilemma to illustrate how AR capabilities radically shrink the bounds within which the soldier can cultivate the capacity for right conduct. By transforming the ambiguous ethical matter of killing an enemy combatant into the straightforward application of a rule, AR hollows out the soldier’s potential for virtuous action. The “smart battlefield” leaves no space for deliberative judgments that transcend the technical and legal determinations already written into the soldier’s view of the scene. (shrink)

The annual meeting of the Society for Buddhist-Christian Studies in Nashville decided that the next international conference will be held August 5-12, 2003, in Chiang Mai, Thailand.An invitation was extended to the society by Dr. John Butt, director of the Institute for the Study of (...) Religion and Culture (ISRC), and by the president of Payap University, Dr. Boonthong Poocharoen. As a Presbyterian faculty member of the McGilvary Faculty of Theology, John has extensive interreligious experience in Thailand and participated in the society's last international conference held in Tacoma, Washington, in August 2000.The institute's associate director, Professor Saeng Chandrangam, is a former Buddhist monk and is one of Thailand's most highly respected Buddhist laymen. He was Chair of the Department of Oriental Studies and the Department of Modern Languages and was Dean of Humanities of the government's Chiang Mai University, where he taught philosophy and theology. The article provides a summary of “Fyodor Mikhailovich Dostoevsky and European Culture” International Scientific Online Conference, held by the International Laboratory for the Study of Russian-European Intellectual Dialogue of the National Research University Higher School of Economics in cooperation with the Dostoevsky’s Moscow House Museum Center. At the conference, leading experts in various fields of the humanities presented various reports on the mutual influence of Dostoevsky and European culture. Research attention was paid to the problem of (...) the influence of the Russian writer on the creative development of European philosophical and artistic thought. The speakers demonstrated the history of translations of Dostoevsky’s novels into foreign languages. The participants of the conference also reflected the influence of the concepts of Western European philosophy, literature, and culture on the fiction and religious thought of the writer. A number of conference reports were devoted to the cultural and philosophical problems of Dostoevsky’s works. The researchers examined the religious and philosophical dialogues of the novel Demons, paying special attention to the controversial image of the protagonist of the novel – Nikolai Stavrogin. Leading Dostoyevsky specialists turned to the littlestudied aspects of his journalism, defining the role of the “Jewish question.” The conference presented literary critics’ interpretations of Dostoevsky’s novels, the history of screen and musical adaptations of his works in European and Russian art. The author analyzes the role and significance of the new scientific area within the Ancient philosophy studies, named Classical Reception Studies. This area manifests itself as a reconceptualization of Antic Studies and therefore is as an interdisciplinary field, which focuses on the study of the receptions of Antiquity. This area is specific in its sphere of interest – not only philosophical heritage of a certain period, but also literary, historical and other sources. Such aspect of classical reception studies (...) are important as it contributes to thorough and fundamental studies of the history of Ukrainian philosophy because the ancient philosophical heritage was at the center of reflections on Ukrainian philosophy from Kievan Rus' to the present day. Therefore, we see the importance of domestic scientific studies devoted to the study of the receptions of antiquity in general and in the history of Ukrainian philosophy in particular. The latter can help to more understand the specifics of the formation and development of the philosophical tradition in Ukraine. Classical reception studies can be a specific historical and philosophical method of research of ancient philosophical heritage, along with other methods such as doxography, rational and historical reconstruction, etc. Its peculiarity lies in the fact that it can incorporate elements of doxography, as well as rational reconstruction or other historical and philosophical methods alone or together The author argues that in the context of classical reception studies, ancient philosophical texts can become a basis for solving contemporary global or local problems and issues of humanity (political, social, cultural, etc.). The potential of ancient texts and fragments (including philosophical ones) is important not only for understanding the past, but also in relation to the developments of society in the present. Theory of Mind (ToM), the cognitive capacity to attribute internal mental states to oneself and others, is a crucial component of social skills. Its formal study has become important, witness recent research on reasoning and information update by intelligent agents, and some proposals for its formal modelling have put forward settings based on Epistemic Logic (EL). Still, due to intrinsic idealisations, it is questionable whether EL can be used to model the high-order cognition of ‘real’ agents. This manuscript proposes (...) a framework that takes visibility, memory, perspective and communication as the main factors underpinning mental attributions. This is more in-line with findings in cognitive science and allows us to model well-known False-Belief Tasks that are typically used in testing people's ToM. EXECUTIVE SUMMARY The MRCT Center Post-trial Responsibilities: Continued Access to an Investigational Medicine Framework outlines a case-based, principled, stakeholder approach to evaluate and guide ethical responsibilities to provide continued access to an investigational medicine at the conclusion of a patient’s participation in a clinical trial. The Post-trial Responsibilities (PTR) Framework includes this Guidance Document as well as the accompanying Toolkit. A 41-member international multi-stakeholder Workgroup convened by the Multi-Regional Clinical Trials Center of Brigham and Women’s Hospital and Harvard (...) University (MRCT Center) developed this Guidance and Toolkit. Project Motivation A number of international organizations have discussed the responsibilities stakeholders have to provide continued access to investigational medicines. The World Medical Association, for example, addressed post-trial access to medicines in Paragraph 34 of the Declaration of Helsinki (WMA, 2013): “In advance of a clinical trial, sponsors, researchers and host country governments should make provisions for post-trial access for all participants who still need an intervention identified as beneficial in the trial. This information must also be disclosed to participants during the informed consent process.” This paragraph and other international guidance documents converge on several consensus points: • Post-trial access (hereafter referred to as “continued access” in this Framework [for terminology clarification – see definitions]) is the responsibility of sponsors, researchers, and host country governments; • The plan for continued access should be determined before the trial begins, and before any individual gives their informed consent; • The protocol should delineate continued access plans; and • The plan should be transparent to potential participants and explained during the informed consent process. -/- However, there is no guidance on how to fulfill these responsibilities (i.e., linking specific responsibilities with specific stakeholders, conditions, and duration). To fill this gap, the MRCT Center convened a working group in September of 2014 to develop a framework to guide stakeholders with identified responsibilities. This resultant Framework sets forth applicable principles, approaches, recommendations and ethical rationales for PTR regarding continued access to investigational medicines for research participants. It is easy to call for public engagement (or dialogue) around difficult, morally fraught policy topics such as synthetic biology, but it is quite another thing to make sure that the deliberation is meaningful, as Kaebnick, Gusmano, and Murray aptly insist it should be. The surveys, focus groups, and public dialogues that have been held about synthetic biology to date show a very low level of public knowledge about it. Focus group findings also suggest that the in­herent uncertainty and complexity (...) surrounding synthetic biology give rise to greater ambivalence moving forward. The Science and Technology Innovation Program at the Woodrow Wilson International Center for Scholars and Hart Research Associates presented respondents with a “balanced description” of synthetic biology in nation­wide phone surveys and eight sessions of focus groups and found that, after respondents received information, the percentage saying that the risks outweighed the ben­efits consistently increased.In my view, the Hart research suggests three very im­portant conclusions about how best to structure public deliberation. First, information about uncertainty may not inform the public in any meaningful way. Second, the purpose of assessing public opinion and conduct­ing public deliberation is crucially important. Third, as Kaebnick, Gusmano, and Murray point out, the type and framing of the information given and the timing of the discussion matters a great deal for shaping the content. (shrink)
